Escambia County Community Redevelopment Agency
The specific and primary purpose for which this district is formed is to revitalize and enhance the quality of life within the CRA areas by encouraging private sector reinvestment, promoting economic development and providing public sector enhancements. The CRA administers plans for nine designated redevelopment districts.
The boundaries of the district include the boundaries of nine designated community redevelopment areas or “redevelopment districts” covering a total area of approximately 25 square miles in the unincorporated areas of Escambia County. The nine designated redevelopment districts include the following: Atwood, Barrancas, Brownsville, Cantonment, Englewood, Ensley, Palafox, Oakfield, and Warrington. CRA responsibilities include writing and implementing redevelopment plans, administering commercial and residential grant programs, providing project management for capital improvement projects and encouraging infill reinvestment and acquisition, while also administering the Brownfield Redevelopment Program and Safe Neighborhood Program.
The Community Redevelopment Agency is a county division which was established by the Escambia County Board of County Commissioners in 1995, pursuant to Florida Statutes (F.S.) Chapter 163, Part III, the Community Redevelopment Act of 1969, and acts under the direction of the CRA Board, a five-member Board comprised of Escambia County’s Board of County Commissioners. The Agency administers Community Redevelopment Plans and services for Escambia County’s nine designated Community Redevelopment Areas or “Redevelopment Districts” covering a total area of approximately 25 square miles within unincorporated Escambia County. Operations and services provided by the Community Redevelopment Agency are funded by Tax Incremental Financing, a property value-based funding mechanism available under F.S. Chapter 163, Part III. The fiscal year runs from Oct. 1 to Sept. 30 each year with the current board of county commissioners serving as the board of directors.
Under Florida Law, Escambia County has established a Finding of Necessity for each designated Redevelopment District identifying pervasive conditions of blight which may include the presence of substandard or inadequate structures, a shortage of affordable housing and/or inadequate infrastructure, amongst other conditions.
To remedy these conditions, Escambia County Community Redevelopment Agency provides services and support to enhance the quality of life within Escambia County’s designated redevelopment districts by encouraging private sector investment, promoting economic development and providing public sector enhancements within these areas.
Technical support and resources are available to local residents, businesses, and commercial property owners located within designated redevelopment districts, and include a variety of commercial and residential property improvement programs. To support redevelopment and revitalization within these areas, the CRA actively implements neighborhood enhancement projects which provide community improvements and contribute to economic stabilization and growth.
