Mission Statement


The Human Resources Department collaborates with county leaders to effectively meet the personnel needs of our employees as well as external customers. To accomplish this, the department develops and administers programs and services that support the success of the county’s mission and contribute to the achievement of Escambia County goals.

The Human Resources Department provides services, innovative HR leadership and operations to BCC employees and managers in the areas of classification, compensation, training and development, recruitment and placement, employee and labor relations, and employee benefits. Human Resources also ensures BCC compliance with all applicable employment-related local, state and federal laws and regulations. Additionally, Human Resources administers the group medical, dental, life, retirement, deferred compensation and cafeteria plan benefits to the BCC and other county agencies employees serviced by the BCC HR staff.

FY 2015-2016 Accomplishments

  • Collaborated with the internal IT department to automate new employee onboarding documentation using DocuSign.
  • Due to the changes in the Federal Fair Labor Standards Act, the BCC Human Resources Department was tasked with modifying the FLSA status for 55 employees.
  • Performed a national recruitment for a Natural Resources Director.
  • The benefits team generated the federal form 1095-C, Employer-Provided Health Insurance Offer and Coverage, to report the required information about offers of health coverage and enrollment in health coverage for county employees.
