Webpage updated 04/07/2011 ![]() EAR Based AmendmentsEscambia County's Comprehensive Plan As required by Florida Statutes, Escambia County has revised its Comprehensive Plan. This revision is a two-stage process beginning with preparation of the Evaluation and Appraisal Report (EAR) and ending with the adoption of amendments to the comprehensive plan recommended by the EAR. The purpose of an evaluation and appraisal report is to provide a summary analysis of the county’s major planning issues and identify any actions that are required to address these issues. The results of the EAR are then used to update/revise the goals, objectives, and policies contained within the comprehensive plan.
Comprehensive Plan Revision Status The Board of County Commissioners (BCC) approved the EAR Based Amendments Transmittal Package on December 10, 2009. The Transmittal Package was reviewed by the Department of Community Affairs (DCA) and the County received the Objections, Recommendations and Comments (ORC) Report February 19, 2010. The EAR Based Amendments Adoption Package was approved by the BCC at the June 3, 2010 BCC meeting to be transmitted to the DCA. The Notice of Intent (NOI) of Not In Compliance was received by DCA July 21, 2010. The Adoption Package (Ordinance 2011-3) was approved by the BCC at the January 20, 2011 BCC meeting. The County received the NOI of In Compliance on February 7, 2011.
Evaluation and Appraisal Report Statutory requirements direct the next round for the Escambia County Evaluation and Appraisal Report to be adopted August 2014. To assist local governments in meeting these due dates, DCA has planned a workshop, to be held cooperatively with the regional planning council, June 2012 (tentatively).
